Trade Bill – provides for the creation of the Trade Remedies Authority (TRA)
Taxation (Cross-Border Trade) Bill (also known as the Customs Bill) – sets out basic substantive provisions on dumping, subsidy and safeguards.
MTRA has been engaged in an intensive consultation process with the Department for International Trade on the possible contents of the secondary legislation. Most of the detailed provisions are not in the primary legislation and therefore the secondary legislation is critical. No draft secondary legislation has yet been published.
It is likely that the government will publish guidelines on some of the detailed technical provisions to guide the TRA in administering the UK trade remedies system. No draft guidelines have yet been published.
